The “1968” Rule (The Most Important Part)
Vietnam is a signatory to the 1968 Vienna Convention on Road Traffic. It only recognizes IDPs issued under this specific convention.
Check your IDP: It must explicitly state it is from the “1968 Convention” on the front cover.
The 1949 Exception: Many countries (including the USA, Australia, Canada, and Japan) primarily issue IDPs under the older 1949 Geneva Convention. These are NOT valid in Vietnam.
Bilateral Exception: As of 2023, there is a special agreement between South Korea and Vietnam to recognize each other’s IDPs regardless of the convention.

Must Have a Motorcycle Endorsement
An IDP is just a translation of your home license. It does not grant new powers.
If your home license only allows you to drive a car (Class B), your IDP is useless for a motorbike in Vietnam.
You must have a Class A (motorcycle) stamp on both your home license and your IDP.

If you are a citizen of an ASEAN country (Thailand, Laos, Cambodia, Malaysia, etc.), you can use your national driving license in Vietnam without an IDP, provided it is in English or has a notarized translation.

Fines & Impoundment: New decrees (like Decree 168/2024) have raised fines. Expect to pay between 2,000,000 – 8,000,000 VND ($80 – $320 USD) depending on the bike’s engine size. The police can also impound your bike for 7 days.
Insurance is Void: This is the biggest risk. If you have an accident and do not have a legally recognized license, your travel insurance will not pay for your medical bills or damages.
Checkpoints: Major tourist routes like the Ha Giang Loop and the Hai Van Pass now have frequent checkpoints specifically looking for 1968 IDPs.

The Under 50cc Loophole
If you do not have a license, you can legally ride a motorbike or scooter with an engine displacement under 50cc (like a Honda Little Cub) or certain electric scooters. No license is required for these, though they are quite slow for mountain travel.
